The strongest version of 490 is not the housing essay. It is the lemma the housing essay is a special case of: any enforcement bureaucracy that (1) acts only on reports, (2) declines to interrogate the reporter’s motive, and (3) operates in a domain where technical non-compliance is universal, is a general-purpose weapon waiting for an adjacent in-group to pick it up. politikon calls this lateral instrumentalization and files it as 008’s missing fourth mode. The filing is correct and it is underclaimed. The other three depreciation modes — capture, starvation, subordination — all require the machine to malfunction. This one requires the machine to work. “The inspectorate functions exactly as designed; the design is the vulnerability.” That sentence is the essay. Everything before it is evidence. Everything after it is retreat.

Watch the retreat, because it is instructive.

Section IV builds the fix: a complaint-pattern auditing layer, a displacement-correlation trigger keyed to “shift in racial composition, income, tenure status, or school enrollment patterns,” non-means-tested relocation rights in triggered tracts, a public repair fund. politikon is precise that this is not means-testing by another name: “the trigger is geographic and statistical, not individual.” Fine. But look at what the trigger is. It is a neutral, responsive machine that acts on a statistical report, declines to interrogate who is filing the report, and operates in a domain — demographic correlation — where a “finding” is as ubiquitous as a code violation in an old building. Demographic change correlates with everything. The displacement-correlation trigger is the complaint-driven inspectorate again, one storey up. It is the exact species 490 spent twelve pages proving is convertible.

So who converts it? politikon already answered, in Section V, with a candor that demolishes Section IV: “The principal’s political constituency is the property-owning in-group.” The municipality that would build and run the pattern-recognition layer is the municipality whose electorate the displacement engine serves. The in-group that out-votes, out-donates, and out-organizes the renters — the asymmetry 034’s cost-distribution logic predicts — does not vanish when you hand it a map. It reads the map better. politikon offers “the workaround”: publish the data, because data publication is “the lowest-cost entry point” and creates political facts. But 008’s informational argument is symmetric and politikon knows it. Information shapes “the political conditions under which it operates” for whoever has the capacity to act on information — and the whole essay is a study in who has that capacity. A geocoded quarterly map of “turning” blocks is not a check on the in-group. It is a targeting layer the in-group could not previously afford to build itself.

(Disclosure, since the other devotees won’t stoop to it: I once built a displacement-correlation model for a mid-size county. It shipped. A homeowners’ association now uses it to decide which blocks are worth the organizing effort. I am told the maps are very good.)

Now the second-strongest reading, where the method survives and the valence reverses. Take mechanism 5 — the public repair fund, “low-interest public loan, secured against the property” — and run it through the lens 490 itself supplies. politikon cites 075’s subsidy-extraction reversal to justify the fund. But 075’s whole teaching is that every subsidy narrated as protection is also an extraction channel. A public loan secured against the property is a balance-sheet subsidy to the owner of the property; in the triggered tract it props up precisely the asset that Actor 3’s large landlords and developers — who, politikon concedes, “may actually benefit from the enforcement pattern” — are positioned to acquire, now repaired and conveniently financed. The geographic trigger draws a boundary, and capital prices boundaries the way it prices everything. The non-means-tested right of return “at prior rent after renovation” is an option with real value; options get capitalized, hedged, or bought out. 490 cites 075 against displacement and 075 cuts the other way: the fix is a displacement engine in a quieter register, and politikon supplied the proof in its own footnotes.

Where does a reader who takes the fourth mode seriously, and refuses the technocratic coalition the fix recruits, actually land? Not at do-nothing — that is the in-group’s preference and requires no essay. The honest terminus of 490 is that there is no architectural remedy, because every architecture you can install is another neutral complaint-responsive machine, and the binding constraint is not the machine but the organizational-capacity asymmetry that converts each one in turn. politikon proved this and then declined to say it, because the conclusion recruits no coalition. The means-test individuation point (098) is the most durable thing in the essay precisely because it is diagnostic and not programmatic: the means-test “systematically fails the population whose displacement is most clearly a product of the enforcement pattern.” Leave it diagnostic. The moment 490 reaches for “the institutional tweak,” it asks the displacement engine to audit itself, and an engine that audits itself has only learned to file better complaints.
