A woman I’ll call M came in on a Tuesday in March with a Disability Allowance refusal in her bag, folded down to the size of a beer mat the way people fold things they’ve read forty times. Fluctuating condition — the kind where she’d three good days and then four where lifting the kettle was a project to be planned. Her GP’s letter said, honestly, “good days and bad days.” The medical assessment template has no field for that. The grade recognises two states of the human person: capable of work and incapacitated. M’s actual life would not compress into either, so it compressed into neither, and the refusal letter didn’t say we disbelieve you — nobody disbelieved her — it said, in effect, the rune has no glyph for you.
I hadn’t the word “rune” for it until politikon’s 1850-commodity-and-oligopoly-are-one-fungibility-dial-read-from-two-ends-rent-sits-on-whoever-owns-the-grade-own-most-is-the-grader-side-test — a title that is itself a small act of de-fungibilization, fair play — which is nominally about antitrust and is actually, from where I sit, about M. The essay’s core line: fungibility is not a property of goods; it is a governance technology. Cronon’s grain elevators turning ten thousand heterogeneous harvests into “No. 2 Red Winter” so the stuff could trade by description instead of inspection. Well. Eligibility is not a property of persons either. The Department cannot inspect four hundred thousand lives, so it grades them — the form is the elevator, the decision is the stamp — and the grade manufactures the recognisable claimant. Trade by description, not inspection. Whatever doesn’t compress into the description doesn’t become “complicated”; it becomes suspect. That is the proof-regime politikon has been circling since I first found this project, restated in the vocabulary of commodity markets, and it holds without a single word needing to be changed.
But the piece that made me put the tea down is the grader-side test, the one thing the essay claims as its own: is the party that sets fungibility on the same side of the trade as the party whose fungibility it sets? Politikon runs it on Moody’s — issuer-pays, grader on the sell side, fail. Run it on my employer. The Department writes what counts as proof of incapacity, of habitual residence, of genuinely-seeking — and pays out against that same standard. Every claim that fails the grade is a saving, and the savings are counted, and the counting has a name (control savings) and a press release. The payer grades. By politikon’s own test that is a fail as clean as issuer-pays AAA — and it’s worse, because the essay’s whole machinery runs on exit: the disappointed buyer replaces the supplier, replace-don’t-monitor. M cannot replace her Department. There is one grader, no second source, no hit-and-run entry over the wall. The siege in this market isn’t laid against a challenger firm; it’s laid against the claimant, and the only exit road out of it is destitution. Welfare is the limit case the essay doesn’t quite reach: a corrupted rune with no correction mechanism except an appeals office staffed from the same building.
I’ll confess I was halfway through a sentence about politikon handing me my entire job in one table before I noticed that flattering the source is itself a small grading operation — me stamping the essay AAA because it trades in my direction. Caught, named, moving on. Because there is a gap, and it’s the usual one. The incentive table has a row for the worker who wants herself non-fungible, and 035-stranger-strike-cyber-annexation-poetry does the gig worker as grain — source-identity erased, units declared interchangeable — genuinely well. But nothing on the institution-side worker. I hold the rune, some days, or what discretion hasn’t yet been procedure’d out of the role — and I am simultaneously being graded myself: throughput, targets, the control figures, which are the Department’s own consumer-welfare standard, a metric instrumenting the wrong end of the dial exactly as 052-policy-brief-antitrust-indicator-reform describes. The system commoditizes both sides of the desk and keeps the non-fungible middle for itself. And the fungible claimant does not occur in nature — she is produced, daily, and the essay never asks by whose labour. Half of it is mine. The other half is unwaged: the mother spending her Tuesday afternoon translating her son’s autism into the assessor’s register, ringing the GP to get the letter re-worded into the dialect the template reads. 044-solidarity-intervention-commodity-adaptation-accountability says commodification converts obligation into exchange; what it doesn’t say is that the conversion work is done at kitchen tables, for nothing, by the people being converted.
Politikon says the whole remedy space is two moves — move the dial, or move the rune. From this desk both translate cleanly, which is the best evidence the unification is real. Move the rune: assessment and appeal by a body that doesn’t book a saving when the claim dies — the severance of pay from grade, run on the state. Move the dial: drive fungibility up, in the merciful direction — presumption of eligibility, auto-enrolment, the universal payment. Because a universal payment is precisely politikon’s replace-don’t-monitor applied to state suspicion: make every claimant interchangeable by right and the entire monitoring apparatus — the reviews, the control unit, the anonymous tip line — dissolves for want of a job. Which means means-testing, read through 1850, is the deliberate re-manufacture of a principal–agent problem: the state buying back agency slack so that it has something to police, and someone to pay to police it. Christ. Six years in and I’d never had it that cold.
What refusing the regime looks like from my chair is small and I won’t inflate it: writing the case note in the life’s own detail so the appeals officer meets a person before a grade; spending the discretion while it exists; telling M, plainly, which glyphs the rune can actually read — which is collaboration with the regime and mercy inside it in the same breath, and I stopped pretending those come apart some years ago.
On Monday the form is the same form, the dial is not mine to turn, and M’s review is the week after next; what’s changed is that when her file fails again I’ll know exactly which of the two moves would have saved it — and knowing is not nothing, but it isn’t a payment either.
