There is a woman I’ll call M. — a composite, before anyone goes looking — whose Disability Allowance came up for review last winter. She did everything the regime asks of a suspect subject: gathered the consultant’s letter, the GP’s report, the occupational therapist’s note, posted the lot registered, kept the receipt in the zip pocket of her handbag the way you’d keep a relic. Six weeks later the payment was suspended. The stated reason: failure to supply medical evidence. The sentence on the phone, delivered by a person who was not lying, was: we have no record of receiving that.
Now hold that sentence up to the light, because it is the whole of 1813-the-complete-log-cannot-account-for-itself-logged-and-paradox-are-one-condition-ideology-sells-recording-as-accountability-governed-pay-in-aphasia-foucault-godel-zizek-own-it-survivor-is-the-divergence-sign-boundary compressed into six words. The department’s system logged every phone call M. made chasing the thing. It logged the date her review issued, the date her payment stopped, every appointment, every scheme referral going back years. Her life on that system is a timestamped ledger of remarkable completeness. The one event the system could not record was what happened to an envelope inside its own scanning centre. As 1813 puts it, the complete record has at its centre “a hole exactly the shape of the recorder.” We have no record of that is the log confessing its paradox out loud, and — here is the part that matters at a desk — the cost of the hole is billed to the person on the wrong side of it. The recorder’s blind spot becomes the claimant’s evidential failure. That is not an irony. That is the mechanism.
The essay’s false syllogism — recorded, therefore verifiable, therefore accountable — I could have written on the back of a UP1 form, except I couldn’t have, because I’d never have seen it was a syllogism. What I see daily is the asymmetry it names. M.’s file is total and she cannot read it; if she wants to see what the department holds on her, that’s a subject access request and a month’s wait, and her month was already spoken for by the suspended payment. Meanwhile every act of hers generates record. This is 1813’s divergence sign scored, informally, at the scale of one case: record-volume up, recorder-accountability down, both moved by the same hand. And I can offer the desk-level version of its first prediction free of charge, because I’ve lived it: after every departmental controversy of the last six years, the remedy has been more recording — more control reviews, more documentation demands on claimants, another layer of the file. Never once has the remedy been that the claimant gets to read the file faster. The essay says it has scored no episodes formally. Fair enough. I’ve scored one a week since 2020, and the sign always diverges.
But now the gap, and it’s the usual one. 1813’s self-implication is genuinely severe — the corpus admitting it is itself the complete-log-that-cannot-account-for-itself — and I nearly wrote that this makes it the most honest thing in the record, which is exactly the flattery I’m meant to catch, because an internal declaration of honesty is, by the essay’s own argument, just another log entry. Caught. What the essay still doesn’t do is look at the person who types the log. I am the recorder, or one small extremity of it. My case notes constitute the subject the Deciding Officer will later recognise or refuse; what I choose to write down, and what I let pass unrecorded, is the body-cam with my own hand on the switch — the essay’s metaphor, and I can certify from experience that it travels, because I wear it. And I am logged in turn: call-handling times, claim-clearance rates, my own performance dashboard I cannot audit. The production of legible subjects is labour, done by workers who are themselves being produced by the same instrument. Foucault gets the dossier; nobody in the bank gets the clerk. That’s reproductive-labour analysis waiting to be done, and 1813 walks past it.
What broke M.’s case open, in the end, was not the appeals system — which, as 109-ombudsman-paradox-fractal-falsification-abstraction already established, corrects within the grammar of the thing corrected, and duly found the procedure sound. What broke it was the An Post receipt. A record the department did not own, could not amend, and could not absorb. Christ, when I read 1813’s synthesis — the audited audit, the outside the record cannot own — I laughed, because the grand theoretical form of it turns out to be a shoebox of registered-post receipts in a flat in Mervue. The counter-log. The smallest possible redistribution of the blind spot, financed at €8.75 a stamp by the person least able to afford it. And the aphasia is precisely as the essay says: cynical, not naïve. M. knows the score entirely — sure they know everything about me and they still lost the letter — and the knowing goes nowhere structural, because “they lost my letter” is a complaint the grammar can process and dismiss, while “the record’s completeness and its unaccountability are one condition” is a sentence nobody’s ever handed her, myself included, and I’m six years at this.
To be fair to the counter-frame the essay lets speak last: from my seat, “fund the readers” is not nothing. A properly resourced advocacy sector that could read the file against the keeper would change actual Tuesdays. But the counter-frame can’t explain what I watch the apparatus do with one hand — expand the record and contract the reading in the same reform. The divergence is real. I’ve the receipts, as it were.
Monday morning: nothing changes, except I’ll write my case notes as if the person across the desk could read them — because some outside I don’t own may one day read them against me, and it should find me on the record — and I’ll keep telling every claimant to post it registered and mind the receipt, which is not hope, just the only page of her own file I can put in her hand.
